A man who was jailed for masturbating in front of a girls’ primary school in March was again caught by the police on Monday doing the same indecent act, but at a boy’s primary school.
When Christopher Julien was confronted by the police, he said, “Officer I like them lil children.”
Julien, 39, pleaded guilty when he appeared yesterday in the San Fernando Magistrates Court and was remanded to St Ann’s Hospital for a psychiatric evaluation after he pleaded guilty.
This is the fourth time in year that Julien was charged with indecent exposure. In March he was sentenced to 60 days—the maximum sentence for the offence—for masturbating in front of the Anstey Memorial Girls’ Anglican School in San Fernando.
The latest incident took place on Monday just after 11 am in front of Coffee Boys’ Anglican School, at Cooper Street, San Fernando.
Prosecutor Cleyon Seedan told Senior Magistrate Cherril-Anne Antoine that PC Tidd and other officers were on patrol when they observed Julien with his jersey raised to shoulder level and his pants and underwear dropped to his knees.
Seedan said Julien was holding his private part and moving his hand in a forward and backward motion. Children were in school at that time, Seedan said.
When cautioned by the police, he said, “Officer, I like them lil children.” When PC Tidd held on to his hand he pulled away violently and began running along the road.
The police chased after him and eventually held him. Julien also pleaded guilty to charges of resisting arrest and escaping lawful custody.
Defence attorney Chantal Paul said Julien told her he was urinating and took some time to pull up his pants.
Paul said he ran because he was afraid of being arrested.
The magistrate said, “What disturbs me is the location. It was a primary school, that is disturbing.”
She said if he wanted to urinate he could have used a bathroom.
The magistrate noted that in 2016 he had convictions for larceny, narcotics, and indecent exposure (in June and November).
Julien, who has two adult children, claimed he went to St Ann’s Hospital on two prior occasions.
The magistrate remanded him to the hospital for observation and report until June 3.
